A funeral in Petersburg, VA was held on Feb. 17, 2009 at 3:00 p.m. from the Chapel of J. M. Wilkerson Funeral Establishment, Inc., Rev. Dr. Wesley K. McLaughlin, Officiating.
Wed. February 25, 2009 at 1:00 p.m. a funeral service was held in the Chapel of Stanmore Funeral Home in Longview, Texas. Brother Edward Nolan, Officiant. Burial - Cartersville Cemetery, Longview.

Otis was born in Longview, TX on June 17, 1944 to the late Allie Bell Mitchell. Otis came to Petersburg, VA over 20 years ago by the way of his job in masonry construction. He enjoyed being surrounded by his Waffle House buddies. He always was giving a helping hand to anyone that needed him - he never met a stranger and just loved all kinds of people.
Otis was preceded in death by his, grandmother, Ocie Simmons; mother, Allie Bell Mitchell and his brother, Travis Charles.
Otis leaves to cherish his memory, one daughter, Otisshanee Taylor; grandson, Ocie Taylor both of Longview, TX; brothers, Robert Taylor (Marian) of Texas City, TX, Billy Mitchell, Leonard Mitchell (Janice) both of Longview, TX, Eddie Mitchell (Carolyn) of Anchorage, AK; sister, Rosie Mitchell of Longview, TX. He also leaves a devoted friend and companion of 18 years, Ruth D. Smith; a host of nieces, nephews, cousins, extended family, Patrice (James), Annette (Bobby), Brien (Diane) and Maureen (Daniel) and friends.
